			<content:encoded><![CDATA[<p>对于一个有一定外语基础的人来说，语言学习的最难之处就在于突破瓶颈。虽然我平时很注意收集一些学习方法，也不间断地在做一些英文提高的练习，但是收效甚微。我时常埋怨自己“不努力、不坚持”。但如果真要完成每日的听写、阅读和朗读计划，花费的时间又实在太多。工作后的人总会以“忙碌”作为借口推迟这些计划，另外，确实也是因为这些计划实施起来艰难而低效，令人沮丧。</p>
<p>07年的天涯论坛上曾经有过这么一个讨论学习语言方法和误区的<a href="http://blog.bomoo.com/pin/go.php?http://cache.tianya.cn/publicforum/content/english/1/121795.shtml" target="_blank" title="(No click)">帖子</a>，后来被广为转载。楼主“漏屋”几乎每日一贴，历时两个半月时间，不知不觉写了十多万字，详细地阐述了他对于语言学习的深刻理解。</p>
<p>这帖子被我看的时候，却是2010年1月了，然而相见恨晚总比没见过好，它确实解开了很多我在学习语言中遇到的疑问，诸如是否需要做长时间艰苦的听写练习才能真正提高听力？单词量是否是听力不好的主要原因等等。</p>
<p>你也可以对照下，是否陷入过如下学习语言的误区？</p>
<blockquote><p>1．要有语言环境, 多跟外国人交流，最好是能出国，不久自然就能会说了。</p>
<p>2．学习外语要多记多背，也就是说是用记忆学语言。</p>
<p>3．想纠正发音，一定要专听和模仿纯正的发音，比如BBC或VOA那种。</p>
<p>4．要学习外语语法，如果语法熟练，说句子就正确了。</p>
<p>5．要有一定的词汇量，要大量背单词。但背英语单词很难。</p>
<p>6．以前学的是书面语或过时的英语，和现代口语是不一样的，所以我口语不好。</p>
<p>7．学外语必须非常刻苦，长时间反复练习。</p></blockquote>
<p>而根据漏屋老师的说法，这些观点<strong>“全错！而且不但错，事实正好相反！”</strong></p>
<p>我花费了三天时间对帖子内容进行了整理，包括借鉴了一些网友所总结的目录、修改错别字和笔误。目前正在做第二遍的校订，想一边校订一边实践一下文中所提及的方法。</p>

<p>明天也是我外销员英语的最后一堂课（半天），说实话我为此付出极大努力，之前有毕业于外语类名校且从事外贸工作十几年的一位老师因学生意见太大而离开，我算是个中途替班的角色，压力可想而知。人都是这样吧，到了最后能帮自己的永远只有自己。直到有学生交作业时附上邮件说：Hi，Eva, I like your class! 心中百感交集。教学相长，在此过程中自己也受益匪浅。有逼迫你的动力，才有完成的勇气。好了，不感叹了，都快成老人家了。</p>

<p>Euthanasia, or mercy killing, returned to the word’s front pages in April as the Netherlands became the first nation to legalize the act.<br />

<p>The Dutch news rekindled heated discussions and debates in the Chinese medical world and media, but the fact remains that terminally ill patients here still must live with pain.<br />
荷兰的这则新闻再度引发了中国医疗界和媒体界的激烈争辩，事实上，在中国，患绝症晚期的病人必须忍受极度的痛苦。</p>
<p>A survey of 522 nurses by the Wuhan People’s Hospital in Hubei Province showed that 71.7 per cent favored euthanasia and 11.5 per cent were opposed, reported the China News Agency on April 22.<br />
中国新闻社4月22日报道说武汉市人民医院的522名护士在湖北做了一份调查，调查显示：对于安乐死，有71.7%的人支持，11.5%的人反对。</p>
<p>“Euthanasia is not a new topic in China. Occasional reports about relevant cases and the result of scholarly research often have raised the issue since the 1980s,” says bio-ethicist Zhai Xiaomei of Beijing’s Capital Medical College.<br />
“在中国，安乐死并不是个新话题。自从20世纪八十年代以来，一些相关事件的报告和学术研究经常将它提出来讨论。”北京首都医学院的生物伦理学家翟晓梅说道。</p>
<p>Euthanasia is sometimes called mercy killing, doctor-assisted suicide or painless death. It is usually understood as a merciful act to relieve a terminally &#8211; ill patient’s unbearable physical pain.<br />
安乐死有时又称“怜杀”、“医生协助自杀”或者“无痛苦死亡”。即用人道方法使患绝症的晚期病人减轻身体上难以忍受的痛苦。</p>
<p>No special law or rule governs euthanasia as such in China, but the fact fits the vague concept of “intentional killing” in the Criminal Code.<br />
但事实上由于安乐死与刑法中的“谋杀”概念模糊，中国尚未为之立法。</p>
<p>A criminal lawsuit was filed in 1986 against Pu Liansheng, the doctor responsible for the first reported case of mercy killing in China. Pu was declared innocent by a court in Hanzhong, Shanxi Province in 1990.<br />
1986年中国首例“安乐死”案件中蒲连升医生遭到刑事诉讼，1990年，蒲医生在陕西汉中法院被判无罪释放。</p>
<p>A 1988 survey of 500 Beijingers showed that 91.2 per cent support the idea of euthanasia and 79.8 per cent believes that it’s a practical reality in China. Surveys in other major cities in the late 1980s rendered similar results.<br />
1988年，一份含500名北京市民的调查显示91.2%的人支持“安乐死”，还有79.8%的人认为安乐死在中国很有现实意义。80年代末期，在其他城市对此事的调查结果与北京相似。</p>
<p>While the majority of society seems to favor this supposedly humanitarian practice, it still could take decades for the country’s legislative and judicial departments to deal with the highly controversial issue.<br />
尽管似乎社会上大多数人支持这种被称为人道主义的做法，但我国立法机关和司法机关仍需要十几年去解决这一争议性极强的议题。</p>
<p>“There certainly have been discussions, but on China’s packed medical legislative agenda, euthanasia is far down the list,” says Zhang Yunlin, director of Laws and Regulations Department with the Beijing Municipal Bureau of Health.<br />

<p>Now many young Chinese couples are going from one child to none, and less as a response to government orders, but as a lifestyle choice.<br />
如今，许多年轻夫妇连一个孩子也不想要，这并非是为了响应国家号召，而是想选择一种新的生活方式。</p>
<p>After six years of marriage, Cindy Yang, 28, is resolute on the matter. “A child is a lot of trouble,” said the employee of a foreign embassy in Beijing.<br />
今年28岁的辛迪.杨，已经结婚六年，就职于北京一外国大使馆。她在此事上非常坚决。她说：“有个孩子很麻烦。”</p>
<p>“The children of today are the center of attention for the whole family, with six people looking after them: two parents and two paris of grandaparents.”<br />

<p>A traditional Chinese proverb says: “ the worst ingratitude towards one’s parents is not to have a child.” But such thinking is being abandoned in the cities.<br />

<p>A March survey of nearly 720 women in Beijing, Shanghai, Guangzhou and Chengdu suggested that nearly one-fifth do not want any children.<br />

<p>According to sociologist Li Yinhe, the rising cost of living is also deterring young couples from bearing young couples from bearing children. Education and health-care expenses are becoming dearer as China’s economic reforms take root.<br />

<p>Over the past few months, customs officers in Beijing, Nanjing and Shenzhen have seized more than 100 dinosaur egg fossils from travelers who tried to smuggle them out of China.<br />

<p>All the fossils came from a basin tucked away in the mountains of Xixia Country in western Henan Province, where thousands of dinosaur eggs have been excavated since May.<br />

<p>The discoveries may help solve the most puzzling questions about the dinosaurs’ 150-million-year history and their extinction 65 million years ago.<br />

<p>China’s Cultural Relics Protection Law seeks to stop thefts and ban sales of finds——including fossils——and any activities that may damage historic sites protected by the government.<br />
《中国文物保护法》设法禁止盗挖贩卖以及任何破坏受政府保护的历史古迹考古发掘——包括化石。</p>
<p>What is more, if any culture relics, for instance, an ancient tomb, are unearthed at a construction site, work should stop until specialized excavation by relics protection departments is done.<br />
而且，如果在建筑工地上挖掘到任何文物，例如：发现了古墓，则必须在文物保护部门的专业挖掘之后方可继续施工。</p>
<p>Greater concerted efforts should be made by the whole of society, the media in particular, to popularize the Cultural Relics Protection Law and make the people at large ever more relic-conscious.<br />
文物保护应该获得整个社会更多地关注，特别是媒体，应该推广《文物保护法》，促使人们越来越有文物保护意识。</p>

<p>The establishment of a pension system in the Chinese countryside has put end to the old life style of 900 million Chinese farmers who used to be entirely dependent on their offspring after retirement, said a report in the Economic Daily.<br />
《经济日报》有报道称：中国农村建立的养老金体制结束了以往九亿农民在丧失了劳动力后光靠子女赡养的旧有模式。</p>

<p>When the Ministry of Civil Affairs set up the pension system in rural China on a trial basis in 1991, it did not draw much attention. Few people believe that Chinese famers would accept the new system.<br />
1991年，当民政部开始在农村建立养老金体制试点时，并没有引起太多关注。没有人认为农民会接受这种体制。</p>
<p>However, when farmers began to understand what the system really meant to them, acceptance in the countryside was quick and widespread.<br />
尽管如此，当农民们开始意识到这种体制非常重要的时候，他们很快就接受了。</p>
<p>China’s traditional social welfare system covers only the workers in State enterprises and government department.Guanranteed welfare benefits such as job security, adequate income, and pensions apply to less than 20 per cent of the labor force, and do not reach the rural sector.<br />
中国传统的社会福利体系仅针对国企及政府部门，只保障工作和收入都稳定的人群。这仅占到劳动人口的20%，也不能使农村受益。</p>
<p>For thousands of years, Chinese farmers have retired on nothing. They have had to depend heavily on their sons and daughters both financially and emotionally in their late years. For this reason, Chinese farmers attach much importance to bearing a lot of children, for they believe the more children they have, the greater security they will enjoy.<br />
千百年来，中国农民老所无依。不论是经济上还是情感上，他们的晚年生活，不得不依赖自己的子女。因此，中国农民才会认为多生孩子是头等大事，因为他们相信子女越多，晚年越有保障。</p>
<p>However, the old model has not been working very well, as the values of the younger generation in the countryside have been changing in recent decades.<br />
但是，老的模式已经不再受用，近20年来，农村的年轻一代已经改变了很多。</p>
<p>With less and less help coming from their children, the farmers are realizing that the rural pension is there to provide them the security and support they now need as the old system weakens.<br />
农民们意识到子女能帮自己的越来越少，如今他们可以从养老金那里得到旧体制里得不到的保障。</p>

“Hope” project helps young dropouts<br />

<p><em>More than a million school dropouts have been given a little hope for the future.<br />
为一百万辍学儿童点亮一线希望。</em><br />
Over the last six years, Porject Hope, a Chinese education charity, has provided the means to send youths back to school.<br />
六年前，一个名为“希望工程”的中国教育慈善机构让众多失学儿童重返校园。</p>

<p>But the China Youth Foundation, sponsor of the country’s biggest charity project, has found that Hope can only do so mcuh.<br />
但是作为中国最大的慈善机构，即中国青少年发展基金会发现，希望工程能起的作用有限。</p>
<p>“It is like trying to quench a fire with a cup of water,” admitted Xu Yongguang, Secretary-General of the Youth Foundation.<br />
 “那实在是杯水车薪，”青少年基金会总书记徐永光承认。</p>
<p>Confronted with 1 million youths annually who drop out of school because of money problems, the charity alone is not enough to give each child the chance of being educated.<br />
面临着每年一百万个因没钱读书而辍学的孩子们，为了让所有的孩子都能上学，仅靠一个慈善机构是远远不够的。</p>
<p>“It is the government’s job to provide education for all. As a non-govenmental organization, Hope can only do what the government is unable to do because of financial disadvatange,” Xu said.<br />
“政府的职责是让所有人都能受教育，‘希望工程’作为一个非政府组织，只能做一些政府因资金不足而难以顾及到的工作，”徐说道。</p>
<p>In the last six years, the youth foundation has raised 500 million yuan($60 million) to buy textbooks for poor rural children and has built 1,000 new primary schools.<br />
在过去六年里，青少年基金已筹集5亿元（6千万美元）为农村贫困儿童购买教材并建立了1000所希望小学。</p>
<p>Xu said that the success of Hope lay not in the number of people it has benefited, but in the fact it has helped focus attention on the imptance of education.<br />
徐说希望工程的成功之处不在于它具体让多少人受益，而在于它唤起了人们对于教育的重视。</p>
<p>“We tell parents that their children should go to school so that they may have a better life. Wherever our money goes, that local official are encouraged or pressured to invest in education,” Xu said.<br />
徐还说：“我们告诉孩子的父母只有让孩子读书才能让他们将来更好的生活。无论到哪里，我们都促使当地官员将捐款用于教育。</p>
<p>Xu said Hope had also greately excited rural teachers, most of whom could earn more in other businesses, but who have stayed for the love of children.<br />
徐说“希望工程“也极大地鼓励了乡村老师们，他们本可以在其他行业赚得更多，却因为对孩子们的爱而留在乡村。</p>
<p>Each year, the foundation selects 100 outstanding rural teachers and presents them with awards in Beijing.<br />
每年，基金会挑选100名有突出贡献的乡村老师并在北京授予奖励。</p>
<p>In a broader sence, Hope is also beneficial to the donors.<br />
广义上说，“希望工程”也有利于那些捐赠者。</p>
<p>“It has become a kind of fashion to support Project Hope,” Xu said.<br />
徐说：“给‘希望工程’捐款已经成为一种时尚。”</p>
<p>While China rushes into a market economy, many people are overwhelmed by profit-oriented principles, said Lu Jianhua, a sociologist with the Chinese Academy of Social Sciences.<br />
“当中国迅速融入市场经济，很多人变得唯利是图，”中国社科院一位社会学家陆建华说道。</p>
<p>However, Lu said, with the emergence of the Project Hope, many have realized that there are more important things than making money.<br />

CHINA’S policy of family planning is in line with the common interest of all nations. This is not a question of principle, but a need of the healthy development of the human being as a whole.<br />
毫无疑问，中国的计划生育政策与民族的利益一致，是全民健康发展的需要。</p>

<p>Since the early 1970’s, China has adopted family-planning policy to control its huge population, making its growth within a range that resources can best support, and hence promoting the living standard of the Chinese people.<br />
早在70年代初期，为使人口增长控制在一个适当的数字，中国采取了计划生育政策，从而提高了人民的生活水平。</p>
<p>To understand the policy, I would like to point out a fact that nowadays China has to feed over 1.2 billion mouths. That figure is one-fourth of the world’s total population.<br />
要理解这一政策，就要了解当今中国所处的现实。这个国家必须养活超过12亿的人口，这一数字占到世界人口的1/4。</p>
<p>According to the policy, young couples are encouraged to have only one child. That, I personally think will have two social consequences.<br />
该政策鼓励年轻夫妇只生一个孩子，个人认为，这样会导致两个社会问题。</p>
<p>One is the education of the “only child” and the other is concerned with the continuity of both family and society.<br />
其一是独生子女的教育，其二是关于家庭和社会的共同持续发展。</p>
<p>A child in a small family usually has a smaller mentality than those who live in big family. That can’t get a real experience of living within a community, nor can they develop a sense of cooperation when dealing with other people.<br />
出生在小家庭的孩子的心理素质通常比生活在大家庭的孩子要差一些。他们既不能真正体验团体生活，也很难培养起与人相处的合作精神。</p>
<p>In addition, the only child in the family is a prone to being pampered. They get everything they want, and are saved from any housework that is commensurate with their age. The consequent problem is this type of children is quite likely to feel frustracted with reality since they brought up in an unreal environment.<br />
另外，独生子女容易被娇生惯养。家长对孩子是要什么给什么，到了相应的年龄也不让他们做任何家务。当这样的孩长大后，会因为从小生活在一个不真实的环境中，从而很容易在现实生活中产生挫败感。</p>
<p>The one child policy, as I mentioned above, is a social necessity of China in the last decade of the 20th century, and it also will be in the early decades of the 21st century. However, this family model might well do harm to the psychological growth of Chinese children if there is no change introduced in the educational of children from these families.</p>
<p>以上我所提到的独生子女政策，在二十世纪的前十年，中国是需要的。在二十一世纪的头十年，也仍然是需要的。虽然，如果中国不改变家庭教育，将有可能不利于这些孩子们的心理成长。</p>
<p>When I said that the children are easily spoiled in an affluent environment, I didn’t mean that children should be brought up with hardships. Instead, I think a financially stable family could come up with more opportunities for the healthy growth of their chilren.<br />
我所说的孩子们容易被宠坏，并不意味着要孩子从小就艰苦奋斗。相反，我认为一个经济条件稳定的家庭，会更加关注孩子的健康成长。</p>
<p>Last year, I spent a week in a peasant-merchant family in a small Chinese village, where I saw with my own eyes the results of the one child policy.<br />
去年，我在一个中国小村庄的农民（？）家里呆了一个礼拜，亲眼目睹了独生子女政策的落实情况。</p>
<p>To my surprise, I found rural people there were so fond of their one child that they got them everthing they can afford. At the same time, the shortage of hands in the fields was weighing heavily on their minds.However, the vast majority of them agreed with the family planning policy because it has advantage than disadvantages.<br />
令我惊讶的是，这些农民几乎倾其所有地疼爱着自己的独生子女。他们也十分担心田里的农活缺乏人手，但大多数人认同独生子女政策，认为其利大于弊。</p>
<p>In closing, I would like to make a remark about the new family style on the basis of my personal experience and my investigations: The one child policy can only gurantee China’s healthy development on the basis of a controlled population in a provisional period, not in the long term. As the social-economic circumstances develop and become ripe, China should consider a large family model. This move might be started in the second half of 21st century.<br />
最后，我想根据我个人的经验和调查对这种新的家庭模式做一个评价：中国的独生子女政策能控制人口增长，但它只能在此基础上暂时性地保证国家的健康发展，并不能长期如此。当社会经济环境发展、成熟起来，中国应该考虑形成大家庭模式。预计这将会在二十一世纪的后半时期得以发展。</p>

<p>A Chinese fishery official warned yesterday that the country’s seafood resources could be seriously endangered unless prompt measures are taken.<br />

<p>He said certain species of fish face extinction if overfishing and pullution go unchecked.<br />

<p>Overfishing has resulted in depleted populations in the Bohai Sea and other coastal waters.<br />

<p>The hairtails(带鱼), one of China’s four favorite ocean delicacies ( the other three being the great croaker, lesser croaker and inkfish), are degenerating year by year. The total output declined to only 100,000 tons last year from about 600,000 tons a few years ago.Their weight has also dropped to around 100 grams from 500 grams.<br />

<p>The rules, regulations and various controls on fishing that have been issued in recent years have yielded little effect because of repeated violations by fishermen and reginoal protectionism.<br />

<p>To protest prawn resources, a joint investigatory and supervisory fleet(舰队)has begun patrolling seaports, river mouths, water ways and coastal areas in Liaoning, Hebei and Shandong provinces and in Tianjin.<br />
为保护对虾资源，一只联合研究监督舰队已经开始在河北、山东和天津的海港、河口、航道以及近海海域进行巡逻。</p>
<p>The patrol aims to stop the harvesting of immature shrimps and illegal trawling(用拖网捕鱼). It is empowered to confiscate vessels without licenses and foreign boats violating territorial fishing boundaries.<br />

<p>But the coastal patrols, which have been strengthened year by year, are not very effective because of the vast sea area and its limited personel and equipment.<br />

<p>When violators are caught and fined, they often go and catch more fish to make up for the losses.<br />

<p>During the past decades, areas that have been declared off-limits (禁地) for fishing during different seasons have covered nearly all the country’s territorial waters（领海、领水）. “No fishing seasons” have also been set to protest immature or reproducing fish, shrimps and crabs.<br />
